OREGON TAX OVERHAUL

A combination of political, economic and budget forces have come together to create a fiscal storm for Oregon including; budget strains due to voter initiatives, a volatile revenue system, lasting effects from the last economic recession and K-12 funding which hasn't kept pace with student growth.

What works about the Oregon State revenue system and what doesn't work? On August 21, 11:30 AM to 1:00 PM 2008 at St. Charles Medical Center The City Club of Central Oregon will explore "Oregon Tax Overhaul" a look at the volatility in the revenue structure and how Oregonians could do it better.

The City Club will welcome special guests Paul Warner, Legislative Revenue Officer for the State of Oregon and Charlie Ringo, Attorney at Law and former Oregon State Senator, to discuss Oregon’s revenue structure.

Warner, will provide a PowerPoint presentation educating and clarifying just how the Oregon tax system is structured. 

Ringo will bring insightful perspectives and persuasive reasons as to why alternatives should be explored.

PAUL WARNER
Paul Warner is Legislative Revenue Officer for the state of Oregon. The Legislative Revenue Office is a permanent, nonpartisan legislative service agency. It provides research and analysis on tax policy and school finance issues for legislators, legislative committees and the public. Paul was appointed Legislative Revenue Officer in January of 1999.

Prior to coming over to the Legislative branch, Paul was Oregon’s State Economist. In that capacity he directed the state’s Office of Economic Analysis which is state government’s chief economic and demographic forecasting arm. The office produces the state’s General Fund and Lottery revenue forecasts that are used to balance both the Governors’ recommended budget and the legislatively adopted budget. Paul served as State Economist from 1989 to 1999.

Paul grew up in the Tacoma area. He received a B.A. degree from Central Washington University in 1975 and a Ph.D. in economics from Washington State University in 1981. Following graduation, he served as an Assistant Professor of Economics at the University of Wisconsin-Stevens Point for four years. Between 1986 and 1989, Paul was a Senior Economist responsible for tax policy analysis and revenue forecasting for the state of Mississippi.

CHARLIE RINGO

Charlie graduated from the US Air Force Academy in 1980, and served 5 years active duty, mostly in the research and development field. He later served in the Air Force Reserves, and was honorable discharged with the rank of Major.

In 1986 Charlie received his MBA from Boston University. In 1989 he received his JD from Lewis and Clark College, in Portland. Since that time, he has practiced law in the area of general civil litigation.

Charlie has been involved in a wide variety of civic activities, including working with Oregon Literacy and legal clinics for the low income. In 1998 Charlie was the Chair of the Oregon Chapter of the Sierra Club.

In 2000 Charlie was elected to the Oregon House of Representatives, representing a district in Beaverton. In 2002 he was elected to the Oregon Senate, where he served 4 years. Charlie chose not to run for re-election, and left his Senate seat in January, 2007.

In the summer of 2006, the Ringo family moved to Bend, where he has established a law practice.

He is an outdoor enthusiast, and enjoys skiing, hiking, camping, fishing, and spending time with his family. Charlie is married to Julie Ringo. They have two boys, ages 8 and 9.
