Is There Enough Water in the Deschutes River Basin?

The City Club of Central Oregon with the generous support of Karnopp Petersen, LLC will conduct the final Forum of 2008 with a discussion about the Deschutes River Basin and try to answer the question "Is there is enough water to nurture the environment, provide the recreational opportunities so many enjoy and serve the agricultural needs of the region?"

On December 18, 2008 the City Club will welcome Jonathan Le Marche, Hydrologist with the Oregon Water Resources Department and Tod Heisler, Executive Director of the Deschutes River Conservancy to provide education about Deschutes River Hydrology, to inform about the challenges of water allocation and water rights, and discuss the possible solutions to meeting the myriad of demands on the river while protecting this wonderful Central Oregon resource.

The Forum will begin at 11:30 and conclude at 1:00 p.m. City Club Forums are conducted at St. Charles Center for Health and Learning, 2500 NE Neff Road in Bend.

Preregistration is required by December 15. The cost to members is $13.00 for lunch. Nonmembers pay $25.00.

SPEAKER BIOS

Jonathan La Marche, PE
Jonathan La Marche has been a hydrologist with the Oregon Water Resources Department since 1999. His areas of expertise include surface water hydrology, groundwater/surface water interactions, watershed modeling and analysis, water–management modeling, and basin–wide hydrologic studies.

While he is regional hydrologist for the south–central region of the state (Klamath, Deschutes, Goose and Summer Lakes basins), he routinely conducts research on projects throughout Oregon, including the Willamette, Hood, Umatilla, and Grande Ronde basins.

La Marche holds a BS in mechanical engineering from Oregon State University and a MS in engineering with an emphasis in hydrology from the University of Washington’s Civil and Environmental Engineering Department. He holds professional licenses in mechanical and civil engineering in Washington and Oregon.



Tod Heisler, Executive Director, Deschutes River Conservancy
Tod Heisler joined the Deschutes River Conservancy (DRC) as Executive Director in April 2004. Heisler has more than twenty-five years of executive management experience in non-profit organizations with twenty of these years in conservation and natural resources management.

Prior to joining the DRC, Heisler was Senior Vice President of Operations at Conservation International (CI) in Washington, D.C., a thousand person organization operating in thirty countries. During his ten year tenure, he helped CI grow more than 500% from $11-70 million.

Heisler has extensive experience in strategic planning, operations, fundraising, communications and marketing, board relations, and working with diverse stakeholders.

During his four years as Executive Director, the DRC’s program expenses have grown 350% from $1.2 million to $5.4 million. Oregon Business Magazine selected Heisler as one of Oregon’s Great Leaders for 2007.
