Reflecting Back on the Bailout
On December 17, 2009 the City Club of Central Oregon with the generous sponsorship of Arbor Mortgage Group, Mid-Oregon Credit Union, and Members Financial Services will welcome Dr. Tim Duy and Dr. Julie Elston for an informative discussion "Reflecting Back on the Bailout."
Dr. Duy will focus on the bailout impacts in Oregon and nation wide while Dr. Elston will focus on issues at the national and international levels. The presenters will discuss the nature of the financial crisis, the bailout package, successes and failures of the bailout to date, critical follow up on the rescue, and thoughts on unemployment policy.
Discussion will include reflection on both positive and negative impacts of the bailout and perspectives on where we might be if no action or bailout had occurred.
Pre-registration is required by December 14, 2009 at 5:00 p.m. The cost to members is $13.00 for lunch. Nonmembers pay $25.00 for lunch and program.
The Forum will begin at 11:30 and conclude at 1:00 p.m. City Club Forums are conducted at St. Charles Center for Health and Learning, 2500 NE Neff Road in Bend.

Speaker Bios
Tim Duy, Ph.D.
Tim Duy is Adjunct Assistant Professor in the Department of Economics at the University of Oregon. He also serves as director of the Oregon Economic Forum. Professor Duy received his B.A. in Economics in 1991 from the University of Puget Sound, and his M.S. and Ph.D. in Economics in 1998 from the University of Oregon. Following graduate school, Tim worked in Washington, D.C. for the United States Department of Treasury as an economist in the International Affairs division and later with the G7 Group, a political and economic consultancy for clients in the financial industry. In the latter position, he was responsible for monitoring the activities of the Federal Reserve and currency markets. Tim returned to the University of Oregon in 2002. He is the Director of the Oregon Economic Forum and the author of the University of Oregon Index of Economic Indicators and the Central Oregon Business Index. Tim has published in the Journal of Economics and Business.

Julie Elston Ph.D.
Julie Ann Elston is an Assistant Professor of Business at Oregon State University and a Research Fellow at the Max Planck Institute for Economics in Jena Germany. Dr. Elston’s primary fields of research are in the area of financial economics and growth. Current research interests involve examining the financing of small firms and analyzing the impact of corporate governance structures on firm real and financial decisions. She has authored over 26 academic journal articles and books on these themes and is an internationally recognized expert in the field of international business and finance. In 2008 she was selected as a German Fulbright scholar and worked in Berlin and Brussels examining the impact of science on policy formation in the EU. She has Ph.D. in Economics from the University of Washington and has consulted to a number of international organizations including the OECD, the Deutsche Bundesbank, the National Academies of Sciences, the Wissenschaftszentrum Berlin (WZB), the Hoover Institution, and the American Institute for Contemporary German Policy.
